Much has happened these first days and we are still trying to pick up the pieces from the programs that are ongoing. For the time being Salvation Army is running a VTC-project (vocational Training Centre) at Balastock Farm (one of the older and more established camps).
The program has been going on since 2004 and the students have been trained in woodwork, textile craft and building-construction/making bricks. This kind of program is much appreciated and so far about 75% of the students have been able to get a livelihood after finishing their training.Sorry to say, it is difficult to get sponsors to these Centres even though Ugandan government means that they are necessary to be able to rebuild the area.
Most of the refuges growing up in the camps have not been educated in farming or other skills that they would have learnt if they lived in their natural environment – in their home villages.So for now the Salvation Army is running the VTC-program with their own means, but is actively looking for sponsors.

In the nearby camps the Salvation Army in cooperation with the Unicef have built and operated 75 ECD Centres (Early Childhood Development). This program has successfully been able to get hold of all the children wandering about in gangs earlier in the camps. Here, they receive both social care and practice social abilities – in Sweden we would probable compare this to a “child day care-centre”. This is something that does not even exist in Uganda, here all childcare is a matter for family and relatives.Today, this specific mission is almost carried out and is in its completing phase, the ECD-program and the buildings will hopefully be handed over to the parents in the camps and in some cases go with them back home to their villages.

To understand the different classifications for decision-making and geographical I will list them for you.Uganda divides in a number of districts that contains of:
counties followed by
sub-counties,
parish and finally the
village level.
The program that our team is supposed to organise and begin involves building and rebuilding 25 compulsory schools, accommodations for teachers, rainwater cistern-systems. All in relation to the schools, the VTC and ECD-Centres and the community-centre and road construction that play an important part in the restoration of the normal everyday way of life.

In the Pilot project we are supposed to identify and initiate the construction of two schools in two villages and one community centre in sub county/county level.For schools and such we try to find sponsors in the different UN-organs and cooperates as NGO:s (None Governmental Organisation).
But for the community centres we have difficulty finding sponsors so it is up to the Salvation Army to find sponsors elsewhere. A community centre with appropriate equipment is an expense of approximately SEK 70.000:- (7.000 euros).
- This is the part of the project that we have to start with first.During the next few days we will examine some grounds in one of the sub-counties where we might construct/build the first centre and investigate the possibility to build schools in two of the villages there.
In the midst of it all I find it interesting to handle the financial aspect of the programs.
As a team we are getting to know each other and that too is an “exciting” process – so far we all get on well together :). Among the local co-workers there is another Robert so I have been given an additional name: Muzungu ("white man").

Mycket har hänt de här första dagarna och vi försöker ännu plocka upp bitarna av de program som är igång. För närvarande så driver Frälsningsarmén ett VTC (Vocational Traing Center) program vid Balastock Farm (ett av de äldre och mer etablerade lägren).
Programmet har pågått sedan 2004 och eleverna har utbildats i snickeri, skrädderi och byggnadsteknik/tillverkning av tegel. Denna typ av program är mycket uppskattat och så här långt har ca 75% av eleverna fått någon form av arbete/anställning efter att ha genomgått utbildningen.
Tyvärr är det svårt att få någon att sponsra dessa center även om regeringen i Uganda har sagt att de är nödvändiga för att området ska kunna byggas upp igen då de flesta som växer upp i lägren inte har lärt sig jordbruk och andra nödvändiga kunskaper som de annars skulle ha fått på ett naturligt sätt under uppväxten ute i byarna.
För närvarande driver Frälsningsarmén VTC programmet med egna medel men söker aktivt andra sponsorer. I lägren runt Lira och Gulu så har Frälsningsarmén i samarbete med Unicef byggt och drivit 75 ECD (Early Childhood Development) center.
Detta program har på ett mycket bra sätt fångat upp alla barn som tidigare dragit runt i gäng i lägren och farit vind för våg. De får del av såväl omvårdnad som social träning.
I Sverige skulle vi närmast jämföra ECD programmet med ett dagis något som inte finns med i Ugandas utbildningssystem där all barnomsorg skötts av den närmaste eller utökade familjen. Detta program är i slutfasen och håller på att avslutas, ECD programmet och byggnaderna kommer att överlämnas till föräldrarna i lägren och i vissa fall förhoppningsvis följa med dem tillbaka till byarna.

För att förstå de olika indelningarna i Uganda både vad gäller besluts nivåer och geografisk indelning så listar jag upp dem här Uganda är indelat i ett antal district som består av countys följt av sub countys, parish och tillslut village nivå. (län, kommun, kommundel, församling och by nivå).
Programmet som det är tänkt att vi ska försöka starta upp innebär att vi skulle försöka bygga upp eller reparera 25 grund skolor, lärarbostäder, regnvatten uppsamlingssystem. Allt i samband med skolorna, ECD center, comunity center (samlings center typ folkets hus) med VTC program och andra återuppbyggnads åtgärder som är nödvändiga ute i byarna; t.e.x. vägar m.m.

I Pilot projektet är det tänkt att vi ska identifiera och påbörja arbetet med två skolor i två byar och ett comunity center på sub county/kommun dels nivå. För skolor med mera så försöker vi hitta möjliga sponsorer i de olika FN organen och samarbetspartners bland andra NGO:s (None Govermental Organisaition). Men när det gäller community centren så är det inte så lätt att hitta sponsorer utan här är det upp till Frälsningsarmén att hitta sponsorer utifrån.
Ett samlings center med nödvändig utrustning kostar cirka 70000 sek. och är den del av projektet som vi kommer att börja med.
Under de närmaste dagarna så skall vi ut och titta på ett område där vi kanske kommer att bygga det första centret i det sub county där vi undersöker möjligheterna att bygga skolor i 2 av byarn. Mitt i allt så är det en intressant uppgift att skötta de olika projektens finansiella sida. I teamet håller vi på att lära känna varandra och det är en mycket spännande process och än så länge trivs vi bra ihop.
