Much has happened these first days and we are still trying to pick up the pieces from the programs that are ongoing. For the time being Salvation Army is running a VTC-project (vocational Training Centre) at Balastock Farm (one of the older and more established camps).
The program has been going on since 2004 and the students have been trained in woodwork, textile craft and building-construction/making bricks. This kind of program is much appreciated and so far about 75% of the students have been able to get a livelihood after finishing their training.Sorry to say, it is difficult to get sponsors to these Centres even though Ugandan government means that they are necessary to be able to rebuild the area.
Most of the refuges growing up in the camps have not been educated in farming or other skills that they would have learnt if they lived in their natural environment – in their home villages.So for now the Salvation Army is running the VTC-program with their own means, but is actively looking for sponsors.

In the nearby camps the Salvation Army in cooperation with the Unicef have built and operated 75 ECD Centres (Early Childhood Development). This program has successfully been able to get hold of all the children wandering about in gangs earlier in the camps. Here, they receive both social care and practice social abilities – in Sweden we would probable compare this to a “child day care-centre”. This is something that does not even exist in Uganda, here all childcare is a matter for family and relatives.Today, this specific mission is almost carried out and is in its completing phase, the ECD-program and the buildings will hopefully be handed over to the parents in the camps and in some cases go with them back home to their villages.

To understand the different classifications for decision-making and geographical I will list them for you.Uganda divides in a number of districts that contains of:
counties followed by
sub-counties,
parish and finally the
village level.
The program that our team is supposed to organise and begin involves building and rebuilding 25 compulsory schools, accommodations for teachers, rainwater cistern-systems. All in relation to the schools, the VTC and ECD-Centres and the community-centre and road construction that play an important part in the restoration of the normal everyday way of life.

In the Pilot project we are supposed to identify and initiate the construction of two schools in two villages and one community centre in sub county/county level.For schools and such we try to find sponsors in the different UN-organs and cooperates as NGO:s (None Governmental Organisation).
But for the community centres we have difficulty finding sponsors so it is up to the Salvation Army to find sponsors elsewhere. A community centre with appropriate equipment is an expense of approximately SEK 70.000:- (7.000 euros).
- This is the part of the project that we have to start with first.During the next few days we will examine some grounds in one of the sub-counties where we might construct/build the first centre and investigate the possibility to build schools in two of the villages there.
In the midst of it all I find it interesting to handle the financial aspect of the programs.
As a team we are getting to know each other and that too is an “exciting” process – so far we all get on well together :). Among the local co-workers there is another Robert so I have been given an additional name: Muzungu ("white man").

Mycket har hänt de här första dagarna och vi försöker ännu plocka upp bitarna av de program som är igång. För närvarande så driver Frälsningsarmén ett VTC (Vocational Traing Center) program vid Balastock Farm (ett av de äldre och mer etablerade lägren).
Programmet har pågått sedan 2004 och eleverna har utbildats i snickeri, skrädderi och byggnadsteknik/tillverkning av tegel. Denna typ av program är mycket uppskattat och så här långt har ca 75% av eleverna fått någon form av arbete/anställning efter att ha genomgått utbildningen.
Tyvärr är det svårt att få någon att sponsra dessa center även om regeringen i Uganda har sagt att de är nödvändiga för att området ska kunna byggas upp igen då de flesta som växer upp i lägren inte har lärt sig jordbruk och andra nödvändiga kunskaper som de annars skulle ha fått på ett naturligt sätt under uppväxten ute i byarna.
För närvarande driver Frälsningsarmén VTC programmet med egna medel men söker aktivt andra sponsorer. I lägren runt Lira och Gulu så har Frälsningsarmén i samarbete med Unicef byggt och drivit 75 ECD (Early Childhood Development) center.
Detta program har på ett mycket bra sätt fångat upp alla barn som tidigare dragit runt i gäng i lägren och farit vind för våg. De får del av såväl omvårdnad som social träning.
I Sverige skulle vi närmast jämföra ECD programmet med ett dagis något som inte finns med i Ugandas utbildningssystem där all barnomsorg skötts av den närmaste eller utökade familjen. Detta program är i slutfasen och håller på att avslutas, ECD programmet och byggnaderna kommer att överlämnas till föräldrarna i lägren och i vissa fall förhoppningsvis följa med dem tillbaka till byarna.

För att förstå de olika indelningarna i Uganda både vad gäller besluts nivåer och geografisk indelning så listar jag upp dem här Uganda är indelat i ett antal district som består av countys följt av sub countys, parish och tillslut village nivå. (län, kommun, kommundel, församling och by nivå).
Programmet som det är tänkt att vi ska försöka starta upp innebär att vi skulle försöka bygga upp eller reparera 25 grund skolor, lärarbostäder, regnvatten uppsamlingssystem. Allt i samband med skolorna, ECD center, comunity center (samlings center typ folkets hus) med VTC program och andra återuppbyggnads åtgärder som är nödvändiga ute i byarna; t.e.x. vägar m.m.

I Pilot projektet är det tänkt att vi ska identifiera och påbörja arbetet med två skolor i två byar och ett comunity center på sub county/kommun dels nivå. För skolor med mera så försöker vi hitta möjliga sponsorer i de olika FN organen och samarbetspartners bland andra NGO:s (None Govermental Organisaition). Men när det gäller community centren så är det inte så lätt att hitta sponsorer utan här är det upp till Frälsningsarmén att hitta sponsorer utifrån.
Ett samlings center med nödvändig utrustning kostar cirka 70000 sek. och är den del av projektet som vi kommer att börja med.
Under de närmaste dagarna så skall vi ut och titta på ett område där vi kanske kommer att bygga det första centret i det sub county där vi undersöker möjligheterna att bygga skolor i 2 av byarn. Mitt i allt så är det en intressant uppgift att skötta de olika projektens finansiella sida. I teamet håller vi på att lära känna varandra och det är en mycket spännande process och än så länge trivs vi bra ihop.

Andra hälsningen från Uganda

Hi! Here is yet another greeting from Uganda. It´s been and still is very intense to get started in the project.

So far, I´m responsible for the finances and all IT.
The situation is somewhat upside down due to the fact

that we lost our co-worker, captain Davies Wafula the day before we arrived. All personal/staff and his own family are grieving, they are very sad and distressed.
We´ve been forced to take over and try to take responsibility for the ongoing programs.
Simultaneously we try to start up our own project;
the rebuilding of the villages to which the refugees
(IDPs) are returning from the camps in Lira and Guludistrict.

We ´ve visited some of the camps and the conditions there are a pitiful sight. Though, everybody is happy to see us and hope that we will be able to do something to improve their situation there and in their home-villages.

Hej! Här kommer ännu en hälsning från Uganda. Att sätta sig in i arbetet har varit och är väldigt intensivt.
Jag har så här långt fått ansvar för de finansiella bitarna och allt som har med IT att göra. Situationen är något upp och ner vänd eftersom Kapten Davies Wafula dog på måndagen innan vår ankomst. Alla personal och familj är fortfarande mycket sorgsna och bedrövade.
Vi har blivit tvungna att försöka styra upp de pågående programmen så väl som att försöka starta upp vårt projektarbetet med återuppbygnaden av byarna dit IDPs åtevänder från lägren i Lira och Gulu distriktet. Vi har besökt några av lägren och förhållandena där är bedrövliga. Men alla är glada att se oss och hoppas att vi ska kunna göra något för att förbättra förhållandena där och i byarna.

Första hälsningen från Uganda (english/svenska)

On our way to Uganda the plane was 2 hours late due to a failure of one of the vents in one of the jet-engines, so we landed 10.30 local time. When we one hour later came to the entrance Major Geoff Payne met us (OC, leader for the Ugandan Command). We went with him to Kampala (the roads are in a terrible state with big holes…), stopped and visited the THQ and had some tea and a chance to check e-mails and travelled on to a hotel where we stayed the night.

At seven o´clock in the morning we went to Kigumbe to attend the funeral of captain Davies Wafula (to the right). He died tragically in a car-accident on his way to Kampala from Lira during Monday night. Davies was to be our co-worker in Lira, and he was also responsible for the programs that the Salvation Army already are responsible for in Lira. So, as you can understand, the situation is upside down because of this tragic loss. According to Gordon, a team usually consists of two persons, but since I´m here, we have extra resources. So for now, I´m in charge of some parts of the projects.
The funural lasted more than six hours and was a fantastic experience, with more than 500 attendents. After the funeral we travelled to Lira and are temporarily staying at a hotel until we rent a house .Today we visited some of the camps and got a view of the situation. Still there is a anxiety, the refugees worry about the future, will there really be peace?Some of the refugees that already moved back to their village still return to the camps by nightfall when they feel safer there than in the village.

(Ami, maybe you can write some of this in the blogg, I will try to find a internetcafé in the nextcoming days so I can write something myself, but I´m not sure when.)

I´ve been deeply impressed by what I´ve seen so far and the people in Uganda seem to be very friendly.

På väg till Uganda så blev planet 2 timmar försenat eftersom det var fel på en ventilerna i en av jet motorerna, så vi kom fram vid 10.30 lokal tid. När vi väl kom ut ännu en timme så möte Major Goff Payne oss (OC, Ledare för Uganda Command). Vi reste sedan med Honom till Kampala (vägarna är urusla med stora hål och gropar). Vi stannade till vid THQ och fick te samt en chans att kolla mailen.
Vi åkte sedan till ett hotel där vi bodde över natten. Vid 7.00 på morgonen reste vi upp till Kigumbe och var med på FA-kapten Davies Wafulas begravning.
Han dog tragiskt nog i en bilolycka på väg till Kampala från Lira på måndag natt. Det var Davies som skulle ha varit vår medarbetare i Lira och dessutom var han ansvarig för de program som just nu drivs av Frälsningsarmén i Lira.
Så som du förstår har det uppstått en helt ny situation. Enligt Gordon brukar det vara två personer i ett team men eftersom jag är med så har vi extra resurser. Det har gjort att jag för tillfället har fått ta ansvar för vissa delar i projekten. Begravningen varade i mer än sex timmar och var en fantastisk upplevelse, det var mer än 500 personer närvarande.
Efter det reste vi till Lira och bor för tillfället på ett hotel här tills vi kommer att hyra ett hus. I dag så var vi ute i ett par av lägren och fick en överblick av läget. Det är fortfarande en stor oro i lägren över eldupphöret och om det kommer att bli fred.
Många som redan har flyttat hem återvänder till natten då lägren är säkrare än att bo i hem byarna. Jag har fått många nya intryck och människorna i Uganda verkar vara mycket vänliga.

Second posting The adventure has begun!

The Adventure has begun! Yesterday a storm hit Sweden and the winds came up to 39 m/s, it resulted in a power los at home for the better part of Sunday and the following night. I had some trouble getting my e-tickets but in the end it all worked out. My family dropped me of at the airport and we said our goodbyes. I landed in London at approximately 11.30 only a half hour delayed due to de-icing of the wings. In the afternoon I went on the “mandatory” visit to the SP&S and later at the hotel I meet up with Jerry Larsen who will be our team leader in Uganda. Tomorrow we will go to the IHQ for a pre briefing and in the evening we are of to Entebbe and Uganda. I hope to get some sleep tonight since the storm yesterday made me sleepless.

Nu har äventyret börjat! Stormen som tidvis nådde 39 m/s igår slog ut strömmen hemma hos oss så jag hade problem med att få fram e-biljetter m.m. Men till slut gick det bra och familjen vinkade av mig vid Flygplatsen. Jag landade i London ca 11.30 lokal tid, bara en halvtimme försenad av avisningen på Arlanda. På eftermiddagen efter ett besök på SP&S så mötte jag Jerry Larsen från Indiana på hotellet där vi bor över natten. Han kommer att vara vår team ledare I Uganda. I morgon ska vi Till IHK för pre briefing och på kvällen bär det av till Entebbe och Uganda. Jag hoppas att jag får sova lite i natt då stormen gjorde mig sömnlös i går.
