A Short Update on the emergency-relief projects in The Philippines./En kort uppdatering av hjälpprojekt i Filippinerna.

The work here is coming along although things tend to move a little slowly :-).
I'm still waiting for the last information for the first food relief project in Northern Luzon Division (NLD).
It was finished just last weekend and so far we given out about 7800 food parcels there.
We are also finishing of the Hong Kong government funded distribution in the central division and so far we have given out approximately 25000 parcels with food, medic, sleeping mats and blankets here.
Before I arrived there was a distribution of about 14200 parcels with food, medicine, kitchen utensils, sleeping mats and blankets.
So in total when we have finished of the last 3000 parcels in the Hong Kong distribution The Salvation Army has distributed approximately a total of 47000 food/NFI parcels so far.
We have also started distributing kitchen utensils/NFI/Blanket kits in NLD for another 3000 beneficiaries,
In Philippines Central Division (PCD) We are preparing to distribute a further 2500 kitchen sets (with charcoal stoves).



/Arbetet här går vidare trots att saker och ting tenderar att gå lite långsamt :-).
Jag väntar fortfarande på den sista informationen för det första humanitära projektet i projekt i norra Luzons Division (NLD).
Det blev färdig först förra helgen och hittills har vi gett ut cirka 7.800 matpaket där.
Vi är också delat ut ca 25000 paket med mat, medicin, liggunderlag och filtar i Central Divisionen donerade av Hong Kongs regering.
Innan jag kom hit gjordes en distribution av cirka 14.200 paket med mat, medicin, köksutrustning, liggunderlag och filtar.
Så totalt när vi har avslutat de sista 3.000 paketen i Hong Kong distribution så har Frälsningsarmén fördelat cirka 47.000 mat / NFI (Non food Item- ej mat ) paket.
Vi har också börjat distribuera köksredskap/NFI / filtar i NLD till ytterligare 3.000 mottagare,
I PCD (Filippinernas Central Division) förbereder vi oss för att distribuera ytterligare 2500 paket med köksutrustning och enkla träkol spisar.


We are putting together 5 basic ER kitchens that will be placed in each division and one at THQ together with this there is also a project for placing 5 3kw portable gasoline generators with the ER kitchens for lighting and computer needs in the field. A further 6 larger diesel generators (between 5-25 kw) will be placed in THQ, DHQ and the OTC so that they will be better equipped to function as emergency/evacuation centres in the future.

/Vi har kommer också sätta ihop 5 mobila hjälpinsatts kök som kommer att placeras på vaje DHK en på THK. Tillsammans med detta finns det också ett projekt för 5 3kW bärbara bensin generatorer till de mobila köken för belysning och dator i fält. Ytterligare 6 större dieseldrivna generatorer (mellan 5-15kW) kommer att placeras på THK, DHK och officersskolan så att de blir bättre rustad att fungera som akut/evakuerings center i framtiden.

Sadly I believe that not all projects will be finished before I leave but I hope all will be started by then.
According to the UN agencies (UNDP, OCHA and WFP) we are mowing from the humanitarian phase (til end of dec,) into the early recovery phase (From January). We are therefore looking at the possibility to do early recovery projects aimed at
projects aimed at livelihoods, shelter/housing and reintegration of IDPs that TSA could get involved in.
In NLD there would for example be a need for a micro finance project in the form of a informal emergency “no interest bank” at the DHQ to help farmers who have lost their entire crop due to Typhoon Pepeng.
We would give them a small loan to pay for seeds and necessities that they can pay back come harvest time.
The money could then be given to another farmer in need in future emergencies.
Similar micro finance projects could be used for other areas of Livelihood as well.
If affected people have to find funds for them selves they will end up in the hands of loan sharks and enter into a form of dependency slavery with no way of ever paying back their loan or interest. So this would be a good project with good future sustainability.

/Tyvärr tror jag att inte alla projekt kommer att vara klar innan jag lämnar Filipinnerna, men jag hoppas att alla kommer att startats upp då.
Enligt FN-organen (UNDP, OCHA och WFP) Kommer de humanitära insatserna avslutas i slutet av december. Den tidiga återhämtnings fasen börjar från januari. Vi ser därför över möjligheten att göra tidiga återhämtnings projekt som syftar till
uppehälle, bostad / boende och återintegrering av internflyktingarna.
I NLD skulle det till exempel finnas ett behov av mikro finansierings projekt i form av en informell bank utan ränta på DHQ för att hjälpa jordbrukare som har förlorat hela sin skörd på grund av tyfonen Pepeng.
Projektet skulle kunna ge dem ett litet lån för att betala för utsäde och förnödenheter som de kan betala tillbaka med vinsten från nästa skörd.
Pengarna kan sedan ges till en annan jordbrukare i behov vid framtida katastrofer.
Liknande mikro finansierings projekt skulle kunna användas för andra områden också.
Om de måste finna finansiering själva kommer de att hamna i händerna på lånehajar och gå in i en form av beroende slaveri utan någon möjlighet att någonsin betala tillbaka sina lån eller ränta.
Detta skulle vara ett bra projekt med god framtida hållbarhet.


I also had the chance to preach at the Manila central corps this Sunday. As you can see from the pictures they have already started with Christmas decorations here. The subject was “The Kingdom” – Within -Now –Coming and I started with the parable of the mustard seed in Mark. 4:30-34 and expanded from there. “ 30Again he said, "What shall we say the kingdom of God is like, or what parable shall we use to describe it? 31It is like a mustard seed, which is the smallest seed you plant in the ground. 32Yet when planted, it grows and becomes the largest of all garden plants, with such big branches that the birds of the air can perch in its shade."
33With many similar parables Jesus spoke the word to them, as much as they could understand. 34He did not say anything to them without using a parable. But when he was alone with his own disciples, he explained everything.”

/Jag fick också chansen att predika i Manila centrala kåren denna söndag. Som du ser av bildrna har de redan börjat med jul dekorationerna här. Ämnet var "Riket" – inom dig –nu –kommande och jag började med liknelsen om senapsfröet i Mark. 4:30-34 och expanderade därifrån.
Mark 4: 30-34 ”30. Och han sade: ”Vad skall vi likna Guds rike vid? Vad skall vi använda för bild? 31. Det är som ett senapskorn, som är det minsta av alla frön här på jorden när man sår det,
32. men när det har såtts, skjuter det upp och blir större än alla örter och får så stora grenar att himlens fåglar kan bygga bo i dess skugga.” 33. Med många sådana liknelser förkunnade han ordet för dem, så långt de nu kunde fatta det. 34. Han talade bara i liknelser till dem, men när han hade blivit ensam med lärjungarna förklarade han allt”

Sunday at Manila central corp/Söndag på Manila central kår

I went to Manila central corps for Sunday service at 10.00 am. The corps is in the same building has THQ.
The CO is Captain David Batista. The service is held in Tagalog with some English thrown in now and then. Since there are a lot of Spanish words in Tagalog I understand a word here and there. The service here is usually a mixture of contemporary and traditional much the same way it is in Sweden except the volume is set to maximum, almost as high as in Uganda :-). The service today was about two hours (normal) and after we ate a lunch together in fellowship. It seems like the Salvationists here stay at the corps all Sunday. In the afternoon there is band practices, song practice, youth groups and even home league. Afterwards I had a walk and looked at all the stores in Robinson mall before I came back to the hotel to write this. Tomorrow I will be at THQ and go to a meeting with UNDP and on Tuesday we will distribute about 3000-4000 parcels in Laguna.



I dag gick jag till Manila centrala kår och deltog i gudstjänst som startade kl 10:00. Kåren är i samma byggnad som THQ. Kapten David Batista är kårledare. Gudstjänsten hålls på tagalog med några engelska ord in kastat då och då. Eftersom det finns mycket spanska i tagalog förstår ett och annat ord här och där. Gudstjänsterna är vanligen en blandning av modernt och traditionell på ungefär samma sätt som i Sverige förutom att volymen är inställd på max, nästan lika högt som i Uganda :-). Gudstjänsten idag var ungefär två timmar (normal) och efteråt åt vi en gemenskaps lunch tillsammans. Det verkar som Salvationisterna här vistas på kåren hela söndagen. På eftermiddagen är det hornmusik övning, sång övning, ungdomsgrupper och även hemförbund. Efteråt tog jag en promenad och tittade på alla butiker i Robinson mall (köpcenter) innan jag kom tillbaka till hotellet för att skriva det här. I morgon kommer jag att vara på THQ och gå till ett möte med UNDP och på tisdag kommer vi att dela ut cirka 3000-4000 paket i Laguna.

Due to the fact that IES is stretched pretty thin with so many disasters relief projects running I will be the only IES representative in The Philippines.
My assignment is to function as a support for the Philippine Territory, as a
national coordinatator of TSA relief efforts, networking in cluster meetings with UN agencies like WFP, OCHA and other NGO’s, liaison with DWSH (Department of welfare and social health) and to compile reports.

På grund av att IES har så många katastrofhjälpsprojekt som pågår kommer jag att vara den enda IES representanten i Filippinerna.
Mitt uppdrag är att fungera som ett stöd för det Filippinska territoriet, som en
nationell coordinator av FAs hjälpinsatser, nätverksarbete i cluster-meetings med FN-organ som WFP, OCHA och andra icke-statliga organisationer, tillsammans med DWSH (Departementet för välfärd och social hälsa) och att sammanställa rapporter.

The leadership in the Territory TC Colonel Malcolm and Irene Induruwage and CS Lieut. Colonel Ronald and Robyn Clinch have made me feel very welcome and are really generous in their support to all the emergency projects. The staffs and officers at THQ, DHQ and in the field are all helping out in any way they can.
We are for now running seven projects and the largest project is the distribution of 28.000 parcels to be given to individuals and distributed trough there families,
The donation for the project is the Hong Kong SAR Government thru TSA Hon Kong and Macu command.

Territoriets ledarskap, TC överste Malcolm och Irene Induruwage och CS Överstelöjtnant Ronald och Robyn Clinch har fått mig att känna mig välkommen och är verkligen generösa i sitt stöd till alla katastofhjälps projekt. Personalen och officerare vid HK, DHK och på fältet hjälper alla till på de sätt de kan.
Just nu har vi sju projekt igång och det största projektet är fördelningen av 28.000 paket som skall ges till enskilda personer och distribueras genom deras familjer,
Donationen för projektet är Hong Kong SAR regeringen genom TSA Hong Kong och Macus kommando.



Each individual parcel contains Food (10kg rice, 4l. water, cooking oil 500ml., Sardines 425gr, Corned beef 2x260gr) Toiletries (1 toothbrush, toothpaste, shampoo, 1 soap), 1 towel, 1 blanket, 1 bedding mat, Medicines (for diarrhoea, pain relief, cuts etc.) The parcels are up to Sphere and Hong Kong SAR standard.
We have just started the distribution and are hoping to finish by the end of November. The project cost is a little over 584.000 $ (ca. 4,2 milj. sek.) just for the items not incl. logistics.
So far we have done four distributions of approximately 7500 parcels.
We have also recently finished a similar program of food distribution / kitchen utensils where we handed out parcels to 6721 families.

Varje enskilt paket innehåller Mat (10 kg ris, 4L. Vatten, matolja 500 ml., Sardiner 425gr, konserverat nötkött 2x260gr) Toalettartiklar (1 tandborste, tandkräm, schampo, tvål 1), 1 handduk, 1 filt, 1 sängkläder mat, mediciner ( för diarré, smärtlindring, nedskärningar osv) Paketen håller Sphere och Hon Kong SAR standard.
Vi har precis påbörjat distribution och hoppas att avsluta i slutet av november. Kostnaden för projektet är på drygt 584,000 $ (ca. 4,2 milj. Sek.) Bara för paketen och inte inkl. logistik.
Hittills har vi gjort fyra fördelningar av cirka 7.500 paket.

We had help and support from Karen Ng and Major Tony Ma from Hong Kong and Macu Command while they where here to asses how the project is coming along. Particularly Karen has a lot of experience working disasters both here and in Indonesia which was helpful in this situation.

Vi hade hjälp och stöd från Karen Ng och Major Tony Ma från Hong Kong och Macu Kommando medan de var här för att bedöma hur projektet fortgår. Särskilt Karen har stor erfarenhet av att arbeta med katastrofer både här och i Indonesien vilket är till hjälp i denna situation.

Major Robert Tuftström till Filippinerna

I slutet av oktober månad reser major Robert Tuftström till Filippinerna för att under 6 - 8 veckor hjälpa till med Frälsningsarméns administration av hjälparbetet efter den tyfon som nyligen drabbat mer än 7 miljoner människor. Frälsningsarmén som funnits i landet länge arbetar outtröttligt för att hjälpa de drabbade.

Under Högkvarterets morgonbön den 22 oktober ledde överste Kristina Frisk den förbönsstund då Robert avskildes för tjänst för att stödja de lokala insatserna och leda Frälsningsarméns insatsstyrka.

En av förebedjarna var kapten Emerald C Urbien, internationell revisor från I H K, som besöker Sverige och kommer just från Filippinerna. Robert tackade för förbön och vädjade om fortsatt stöd på det sättet.

On site in Manila/På plats i Manila

I finally arrived yesterday evening (Saturday) in Manila. The trip was delayed in Dubai for four hours due to yet another tropical storm in the Philippines. So instead of a 3½ hour overlay it ended up being almost 8 hours.
The latest Tropical storm Typhoon Santi was strong and fast and was over in just under a day. There has been 4 big typhoons hitting the Philippines and the death toll is over a 1000 people. About 8-9 million people have been affected by the typhoons and many are without homes, food or shelter.
The work ahead for the government, UN agencies and NGOs will be huge. So far our efforts have been concentrated on distribution of food, blankets, mattresses, cooking utensils and basic medicine kits. In a longer perspective we will have to refocus on rebuilding but for now this is what we can do.

På lördag kväll var jag äntligen på plats i Manila, resan blev kraftigt försenad och jag tillbringade 8 timmar på flygplatsen i Dubai. Orsaken till förseningen var den tropiska stormen (Typhoon) Santi som var stark och snabb. Under den senaste månaden har 4 stora tropiska stormar slagit till på Filipinerna, döds siffrorna är uppe i över 1000 och ca 8-9 miljoner har blivit hårt utsatta av de tropiska stormarna. Många har blivit hemlösa och saknar skydd och mat.
Arbetet som ligger framför regeringen, FN:s organ och NGO:s är enormt. Så här långt har våra insatser koncentrerat sig på att distribuera mat, filtar, madrasser, kok redskap och medicin/första hjälpen kits. I ett längre perspektiv kommer vi att behöva fokusera på att återuppbygga men just nu är det nöd insatser vits måste satsa på.

Deployment day 1

Ami:
Nu har övriga familjen varit i Danmark sedan i lördags. Dottern ser så lycklig ut när jag frågar om hon är glad hos farmor. (Tack för videosamtal på MSN!) Sonen ser ut att njuta också.
Tidigt i morse blev maken skjutsad till flygplatsen i Aalborg av en släkting och borde vara framme i London nu. Där väntar briefing om läget i Filippinerna, vad hans uppgifter går ut på och vilka som ingår i teamet. Hoppas att han bara mår lite bättre idag än han gjorde igår - efter att ha varit på en dansk vårdcentral och fått ta sin medhavda influensaspruta och sista "koleradrinken" blev han dålig. Ont i huvet, feber, dålig mage...Han var rätt trött igår när vi pratade.

Now the rest of the family has been in Denmark since last Saturday. The daughter looks so happy when I ask if she is happy with her grandmother. (Thanks for the video call on MSN/messenger!) The son also seems to enjoy himselfself.

Early this morning Robert was transported to the airport in Aalborg by a relative, and should have arrived in London by now. There awaits briefing on the situation in the Philippines, what his assignment will be and information of the team he will be a part of. I hope he is feeling a bit better today than he did yesterday - after having been in a Danish medical center and gotten a "new influenza"-shot and the last dose of "cholera drink", he reacted a bit. Headache, fever, upset stomach ... He was pretty tired yesterday when we talked.

MANILA, Oct 20 (Reuters) - The Philippines began evacuating thousands of people in northern areas prone to floods and landslides on Tuesday ahead of a powerful typhoon that has gained strength over the Pacific, officials said.
Typhoon Lupit, which means "fierce" in Filipino, was expected to make landfall around the far northern tip of the Luzon region by Thursday and dump more rain on typhoon-weary provinces, said Prisco Nilo, head of the weather bureau.
The Philippines is still recovering from two recent typhoons -- Ketsana and Parma -- which brought record-high rainfall that flooded the capital Manila and large swathes of farmland in northern provinces. More than 850 people were killed and hundreds of thousands displaced. [ID:nMAN480820]
"Lupit is expected to be a much stronger typhoon than the two weather systems we had in the last four weeks," Nilo told reporters.
Lupit, a category 4 typhoon with centre winds of 195 kph (121 mph) and with gusts of up to 230 kph, was 890 km (553 miles) east of northern Cagayan province, the weather bureau said.
Thousands of residents in northern coastal and mountain areas had started to move to safer areas, said Lieutenant-Colonel Ernesto Torres, spokesman for the national disaster agency.
"Our troops in the field are assisting local government units in the pre-emptive evacuation of disaster-prone areas in the north," Torres told reporters.
The Philippine air force had also airlifted food, water and medicine to remote areas.

Officersfamiljeliv The life in a SA-officer family

Ja, så har det gått några dar. Idag har mejl gått fram och tillbaka om praktiska göromål-Robert måste ju ha visum för att resa till Filippinerna. Att fixa det går inte tillräckligt snabbt, då han ska resa till Danmark redan på lördag (höstlov hos farmor var inplanerat sedan tidigare) med barnen. Vaccinationer ska fyllas på. Han fick visserligen en hel del sprutor och tabletter när han var i Uganda, men en del behöver förnyas och någon ny tillkommer.
En hel del att pyssla med alltså.

Well, another day has passed. Today, e-mails been sent between IHQ and Robert about practical stuff; like the question about visa-it´s too late to get one from Sweden, because he leaves for Denmark on Saturday with the children (autumnvacation with grandma was already planned)
He also needs to know about vaccinations- he got some when he deployed in Uganda, but some needs refilling and maybe a new one or more vaccinations are needed.
Quite a lot to prepare then.

Så har vi pluggat. Robert insåg att han får avbryta sin kurs i och med att han åker, men jag fortsätter utan honom. Tråkigt att mista studiesamarbetet dock.Så ska man fixa fullmakter så jag kan utföra allehanda ekonomiska och juridiska transaktioner medan han är borta.
Alla datorer i hemmet behöver kollas av så att de är finjusterade, likaså trådlösa nätverk och annat som han är bäst på i familjen.
Vi har fullt upp, kan jag konstatera.

We also studied tonight. Robert realized that he has to quit the course/class he´s taking at Uppsala university, he won´t be able to study while in deployment. I´m sad to loose my studypartner.
We also have to renew the legal document/authority saying I have full financial judicial control of Robert´s assets back home. All computers need to be checked and adjusted, the wireless network too and everything else that he does best! We keep busy, that´s for sure.

Inte kan jag vara ledig den här veckan heller, har massor av skolbesök med Bibeläventyr åk 5, Skapelsen åk 1, dräll på högstadiet och övningar med körerna inför skolgudstjänsterna i adventsveckan. I morgonkväll ska vi i alla fall unna oss att träffa "govännerna" i Gullunge, ja platsen heter så, och njuta av sällskapet och kramas lite innan avfärden.

And of course-this week is a busy week of mine so i can´t take some time off; I have several schools to visit, Bibleadventure among 11-year olds, Creation myths with the 7-year olds, pastoring in high school and practice with the childrens choirs (musical about christmas)before advent worship for the schools.
Tomorrow night we will treat us by meeting our good friends though. So nice!

IES Filippinerna sön 18 okt

Helgen har varit intensiv. All höststädning ska göras, en hel del plugg och så ska all packning fram, uniformspersedlar och annat.
Släkten ska informeras och alla planerade möten och gudstjänster måste avbokas och...

Ja, nu känns det att det är på gång!

The weekend was intense. We have a lot to do before we leave for Denmark and grandmother Henny for autumn-vacation. Robert goes straight to London from Denmark so we only have these few days left.
During the weekend we have done some gardening, putting away all summer equipment, studied (well, a bit anyway-will have to do it monday night!), wash and pack the IES-uniforms, clothes and other stuff.

He used some time to call all our relatives to inform them and all our viking-friends that we want to see a last time before departure. We meet weekly to do handicraft a la 900-1000 AC, study the history and archeology of that period.

Oups! Hoppsan!

Då var det dags igen! Telefonen ringde här under em med en förfrågan av CS ang tjänst med IES till Filippinerna!
Den 29 okt bär det av till london och därefter till Filippinerna för sex-åtta veckors tjänstgöring mitt i översvämningsområdena.

Here we go again! The phone rang this afternoon and our CS asked if I could deploy with the IES to the Philippines. On Oct 29th I go to London and then on to The philippines for six-eight weeks service in the middle of the disasterarea.
